Technical Manager.

Strategic Land & Infrastructure.

Central London.

Cognisant is working with an exceptionally well-funded, privately owned development business based in Central London.

Our client controls a substantial strategic land portfolio placing the business in a uniquely strong position within the current market. With the core land holdings already secured, the focus is firmly on progressing existing schemes through planning, technical coordination and enabling infrastructure works, rather than competing for increasingly expensive land acquisitions.

Operating as a master developer, the business specialises in bringing forward complex large-scale developments through strategic planning, development coordination and major infrastructure implementation, ultimately preparing serviced parcels for disposal to national and regional housebuilders.

Working within a lean, high-calibre team, the successful individual will gain exposure across the full development lifecycle, supporting projects from early-stage strategy and planning through to infrastructure delivery and parcel completion.

The Role

This is a broad, delivery-focused role responsible for coordinating and progressing infrastructure across multiple strategic developments.

The position combines engineering oversight, consultant management and practical project coordination, requiring someone comfortable operating across both technical detail and wider development delivery. It would suit an individual looking to operate across the full development lifecycle rather than within a narrow technical silo.

Key responsibilities include:

  • Managing infrastructure delivery across multiple strategic residential and mixed-use developments

  • Coordinating highways, drainage, utilities and wider enabling infrastructure works

  • Overseeing technical approvals including S278, S38, S104 and utility agreements

  • Managing external consultants, technical advisors and contractor teams

  • Supporting infrastructure phasing, delivery strategy, programme management and procurement activity

  • Monitoring technical delivery, budgets and project risks across live development workstreams

  • Supporting land servicing and parcel disposal activities in coordination with internal and external stakeholders

  • Liaising with local authorities, statutory undertakers and wider project teams to ensure projects continue progressing effectively

The Person

The business is open to individuals from a range of technical, engineering and infrastructure backgrounds. Candidates are likely to have gained experience within a housebuilder, consultancy, infrastructure contractor or strategic land environment, with exposure to large residential or mixed-use developments.

You should be comfortable managing multiple stakeholders, coordinating technical delivery across live schemes and operating across both strategic and operational aspects of development. Typical backgrounds may include:

  • Technical Manager

  • Engineering Manager

  • Infrastructure Project Manager

  • Civil / Development Engineer

  • Infrastructure Consultant

Why This Opportunity Stands Out

Unlike traditional volume housebuilder positions, this role sits within a master developer environment, offering significantly broader exposure across planning, infrastructure, land servicing and strategic delivery. The successful individual will gain involvement in:

  • Large-scale community-led developments

  • Strategic infrastructure delivery

  • Planning and development strategy

  • Site viability and technical appraisals

  • Land parcel servicing and disposal

  • Long-term placemaking initiatives

The position offers a genuine opportunity to work on complex, high-impact projects whilst operating within a smaller, entrepreneurial and highly collaborative environment.
